Jetting guidance sought

Getting to the final stages of my build, an 81 xs400 special. Converting it to a scrambler style. I've thoroughly cleaned the carbs via dismantling, soaking and compressed air. I've uncapped the air mixture screws and have them set 1.75 turns out from bottomed. Up one size on the pilot jets and up one size on the main jets. New baffled Mac 2 into one exhaust, and Uni brand pod air filters. Valves adjusted to spec, .004 intake and .007 exhausts. New, fully charged battery. The bike cranks strong but doesn't start. Plugs indicate very rich condition. Compression is 150 psi cold on both cylinders. Anyone have suggestions on getting this pipe and air filter set up jetted in the ballpark?
