Off road performance question-Scrambler XS400

Based on upcoming inheritance, really want to create an XS400 Scrambler style bike. Two questions, will I be able to get four plus inches of travel front and rear that work well together, and will the bike be rideable in an enjoyable way on rugged BC gravel roads (not singletrack of course)? Budget would be equal to purchase price of around $1100 Canadian for improvements, my labour.
The XS will start off as affordable, lots of aftermarket, in the right insurance bracket for here in BC, will look great, good power, and good on the odd bit of pavement (I will mostly be using it off-road). I compared the wheel sizes and suspension to my wife's TTR 125 big wheel, and I need it to be less skittish than that with skinny tyres, not expecting it to be like my KTM 300.
