Powdercoating prep. Plastic or metal? Post powdercoat pics.

Does anyone know if this piece is plastic or metal? The black piece. If its plastic, how do I take it off? Any help would be great! Thanks

Also, You guys know if the black filling for the studs in the rear tire are metal or just a plastic mold?

rubber and I have a set for sale (if you can get them out)
normally for wires wheels but should fit mags

Funny thing is, the guy just powdercoated my rims with those in. They look fine, I'm wondering about the functionality though. Ill post pics in a bit.

He messed up here and gave me $20 off. Now I have to find a way to blend this in. Any ideas?

My biggest concern is he also lost my VIN tag. Is there any way to recover this or I think I am just SOL.

that's why I use motorcycle powder coaters and not general ones. I bet all your threads will need retapping too.

I'd make him redo it myself. but that's my standards
 
Can you guys refresh my memory on how these go in with the spacer between the bearings? Does the rear one look a bit damaged?
