Rubber stopper in jet in float bowl

Should there be a rubber stopper capping off the (main or pilot, whichever is smaller, pilot?) jet in the carb float bowl? Or should both of those jets bet directly accessible to a screwdriver without having to remove any rubber stopper/caps?
