Tested all the fuses for continuity, spotty, but there, so I cleaned off all the fuses and the fuse block with contact cleaner and sandpaper. Shiny and clean now. Jumpered the lighting wires that went to the relay I broke (red/yellow and blue/black). Turned the key and the neutral light came on as well as the headlight and gauge lights.
I figure I'll go try an automotive relay in the position of the old omron, being that I can't find any of them for sale. From the looks of it, it functions just like a four prong auto relay, closing the circuit when the one stator wire is continuous with ground.
