stiff fork

Hello,

I bought a pair of rebuilt forks. One of them seems locked up, no give of the spring load.
Any ideas of why and what the fix is?? Help would be greatly appreciated.

I would ask who rebuilt them what was done. Sound like they are assembled wrong or the tube is bent.
