Voltage regulator spec question. Anyone have a good voltage regulator to test?

Hi all,

I think I burned out my voltage regulator. It tests 112 ohms on both readings instead of 10.5 on the lower one.

This will sound nuts but can someone verify that when they go, both readings come out around 112 ohms? Because two online sellers checked theirs for me and they got the same numbers. I cannot get a 10.5 ohm reading on a voltage regulator so far. and that's looking at 2 in person and 2 over email. Am I measuring this wrong? Does it have to be powered up to be measured? OR do they simply all fail this way and dead ones show 112 ohms on both readings?

still looking for a good test from anyone with a known good mechanical voltage regulator. Manual says check continuity from black lead to the black base. I think they mean the body of the regulator itself...

Can anyone verify a reading of 10.5 on a known good regulator? I have tested 4 and only come up with 111 ohms at both terminals. (black/ red and green/ brown)
