Carb Time! Wait, what about these Springs?

I just started cracking open the carbs and I have 2 questions so far. One, are these springs supposed to be the same length, or does it matter? And secondly, is it normal for one side to be much cleaner than the other?

Springs should be the same length. It looks like one may have been stretched out. As for the floats, the last owner may have changed one of them or cleaned one and not the other.
