Idle when rollin off throttle

Hi everybody. I have a 1980 xs400 special. Sometimes when I'm riding I will roll off the throttle and a couple seconds later I will hear a click ffrom under the tank. Then sometimes I will accelerate and when I pull up to stop the engine will still be at 3000 RPM. I will shift to a higher gear let off the clutch and it will settle down. Any ideas, says to fix it? Not sure about the click sound but I would make sure your cable is not binding at all.

Not to sound stupid, but how would I check that. Itseems to work when I roo it off and on without the bike running.

click would be the return to idle lever hitting the carbs. check for binding and grease the cable/buy a new one.
