Purchasing a problem

Hey yall, I am in the process of purchasing a XS400. Unfortunately, the PO has informed me that the bike will not go above 30-40 mph. I was hoping someone would be able to tell me what might be wrong so I know what I'm getting myself into. I know that there's no way someone can give me a 100% accurate diagnosis without actually working on the bike, but I would appreciate hearing anyone's ideas.
 
Well, if it starts and runs you have a beginning. It could be any number of things, without knowing some more specifics it is hard to give an accurate diagnosis. It could be something as simple as a carburetor cleaning and jetting or even just timing or valve adjustment. More information might help the more experienced among the group to dial it in for you. I bought mine with a seized engine...

The major concern is that it has decent compression in both cylinders and they produce similar readings. From there, you can basically rule out major engine work.
