Maybe I'm still sleepy here, but did you check to make sure the fork seals don't leak? There is a chance that a leaky fork could drip oil down and get in that area.

Update: Cleaned the sh*t out of the caliper and rotor with brakleen. Replaced the pads. Bled the brakes (also a sh*t ton) and it brakes really well now. I can stop safely, so good for me haha
