Another Rounded Oil Filter Bolt

I've went to all lengths that are viable to me to get this sucker out. Left handed bit, filed & vice gripped the side, blow torched the hell out of it.

Does anyone have any ideas for how to get this out, that doesn't involve welding? Really running out of options on what to do.

That bolt looks like a goner.

I'd carefully grind off the head until the cover popped off and then tried unscrewing the stub with heat and vise grips. You will have more grip are and less heatsink.
