Bolt missing?

Hi guys! This is a picture of under my 83 dohc. I noticed that it looks like a bolt should be where my finger is pointing, can I get some advice on if something is wrong?

I just checked my engine and it has the same thing. No bolt goes there as far as i know. I've driven over 3000 miles with nothing wrong (until i decided to start customizing).
