diaphragm spring tension

Hi all, I understand this is likely a newbie question but I can't seem to track down a definitive answer. I'm in the middle of a carburetor rebuild, and after putting the diaphragm assembly back together I noticed that it moves easily, but doesn't move back to the "idle" position on its own. Should the spring have enough strength to push the diaphragm back down after its moved up? or is it the pressure in the diaphragm chamber that does this?
 
The weight of the slide and the spring makes it drop. If the slide doesn't drop quick something is wrong. The vacuum of the motor only pulls it up.
 
I seems a popular move to fit 2 springs to each carb. My 250 and 400 came with this mod. The pistons should snap back to idle when not running.
