I think you're right. Idiots always seem to find the money to do what they want to do.

Here in our wonderful province of Quebec we HAVE to take a course...
more or less 700$....
But it's starts with a multiple choice questionaire at the DMV... about 30$
then the course... 8 hours of theorethical 16 hours closed circuit and 4 hours on the road.
then the closed circuit test at the DMV 45$... (emergency braking, collision avoidance and general riding skills)
If you pass this test... Congrats you now have a LEARNERS licence...
Which means you can ride but you must have a riding buddy to keep and eye on you... for ELEVEN months before you can take the final road test.
The final road test 90$ plus the cost of the actual license that is renewable every year.
