carbs have been cleaned and bike start immediately. but when i start to give it throttle the RPM's start to rise, the bikes engine then hesitates and shuts off, but will start right back up??

Sounds like once you're off of the idle circuit. I'll be the first to tell you Clean those carbs. strip them down and at least get carb cleaner to spray thru All of those little passages.

Have you read www.amckayltd.com/carbguide.pdf ? It was written with the XS650 carbs in mind but the xs400 uses BS34 carb very similar to the XS650 BS34 carbs.
