Forks leaking oil

I rebuilt my forks and put new seals in, after doing all of that when I was putting the bolt that goes in at the very bottom that holds everything together (don't know what to call it) I thought it was tight but when I put oil in the fork leaks. I then realized that wherever the bolt is bolting to is just spinning inside the fork. How do I fix this? I am guessing I have messed something up...:banghead:
 
You need to keep the dampening rod from moving in order to tighten the bottom bolt. I use a long rod with a bit of duct tape at the end to hold it in place while I get it tight.

whittle a broom handle down and put in in the end.

don't forget to anneal the copper washer too.

then nice and tight and use thread lock
