Forks too soft

I replaced the fork oil on my '77 and according to the manual I used, it said the measure was 130cc. However they are way too soft, I wouldn't ride it like it is now. Can I just add more to stiffen them up?
I read elsewhere on of you did a 3cm from the top type of measure, any input on this?

Fluid is for dampening. Did you measure the springs when you had them out for free length? Later bikes used 142cc, you could try that. Are you using 20w fork oil?
 
Yes I bought 20 W fork oil and no I didn't measure anything while I had them out but what do you mean by free length anyway?
 
The length of the fork springs when they are removed and not under any compression.

Aaah I see. So do springs compress over time and shorten under pressure? I didn't know but it makes sense. I will measure tomorrow.
