How to adjust the throttle cable

Adjusting the throttle cable is straight forward. Use the adjusting barrel at the throttle grip to increase or decrease the slack on the cable so that the cable always has some slack with the bars turned fully in either direction. And all positions in-between for that matter.

If you have to adjust the idle speed, be sure to check the cable slack when done. The final test (often required in safety inspections) is to have the engine idling and move the bars through their full range of motion. If the idle speed changes, the throttle cable is not correctly routed or adjusted and this needs to be corrected.
 
There should be a screw with a white head positioned between the carbs. That Is the idle speed screw. If everything is adjusted right on the bike, you'd use that screw to set the idle.

But that's the thing, there are many factors that play a role in setting the idle. If the idle speed screw doesn't change anything, your carbs are more than likely in need of attention.
 
pull the bars fore and aft to check your not tugging on the cables, do it with the engine running as the revs will rise if they are tugging.
