in-line filter???

I was inspecting all the fuel lines on my bike (80 xs) and I noticed a hard part in the line that runs from the petcock to the right hand carb boot. When I looked in it looked like a needle jet was stuck inside. I have no idea what it is or if its supposed to be there but I am currently not getting fuel to that cylinder.

Thoughts?
 
I think there's the fuel line that goes between the carb and the petcock, then there's a vacuum line that goes from the carb boot to the backside of the petcock. The second line is to give the petcock a vacuum source so the bike will run in reserve or on position. Mine was disconnected which is why my bike stalled when I turned the petcock to on or reserve. Is it maybe an old nipple that's just snapped off in there?

Could be, I haven't tried to fish it out yet. Could a blockage in the vacuum line keep the bike from running?
 
If the bike will run in prime, but not in on or reserve then it's most likely a blockage. Is the nipple still on the intake flange?
