Is there a trick to adjusting the front fender?

The horizontal position of my fender is slightly diagonal.

I don't think it's bent because a) it's not metal and b) when viewing from the front, it's slightly to "my right" and then it's to "my right" again when I view it from behind.

I figure one or two of the four bolts are tighter than the others and thought to ask before tinkering.

Are there specific bolts that are intended for this horizontal (parallel to the ground) adjustment?

Mine has nothing to adjust 'em with, just the four mounting bolts. Take it off and put a straightedge across the mount holes.
