Is this the right VIN?

I'm going to possibly be buying a bike today, and the gentlemen told me the VIN is JYA4R4001BA013699 over the phone. Just want to check and see if this is right? Seems kind of long.. But I really don't know how the VINs are done on these bikes.

17 digits is right for a VIN for newer models( maybe 1982 and newer). and 9 digits for older ones.

What model and year is the bike your trying to buy?

All I know is it's supposed to be a 1981 xs400.
