Jerky throttle cruising

So I haven't had my bike for long, knew it was gonna be a bit of a project when I bought it. She's a 81 400 special. I've noticed when I'm cruising in 2nd and 3rd ( haven't had a chance to get it on the highway yet) the throttle seems jerky. As in I'll be holding it steady and it seems like it'll get a little less power, then a little more, so on. This is while cruising around 4k rpm. Any idea where to start?
 
Is the motor bucking even if you don't move the throttle? Or does the bike feels like it is bucking. Could be a slack or dry drive chain. Or out of ajustment carbs/motor. A lot of things could cause a jerking bike. If your not used to driving it or have little time on an older style bike it could be just that. Try riding at a constant speed/rpm and see what happens.
 
The intake is stock, exhaust I'm not 100% sure but I do know the baffles have been taken out. The slack in the chain seems plausible, I remember thinking it had more slack than it should
