Low compression on engine looking to rebuild

My starter doesn't always engages properly could it be a starter issue. It also took some starter fluid to get it started

Are all the fittings tight?that motor shouldn't run with compression that low.

Yes I just tested it again and got 90 on both cylinders

90 is a little better. How long are you cranking the motor?

Till the needle stops moving on the gauge, probably 10-15 seconds

How long was the bike sitting?
