Master cylinder rebuild

Is this the correct order that the rear master cylinder is assembled?
I cannot tell by the exploded dwg picture. (make note of the dirrection the seals and spring faces. )

if this is correct i''m not getting break fluid to come out wher the line connects. I can feel presure put no brake fluid comes out.
The way I show in the photo I don't see how brake fluid can make it threw the line.
