Need help to figure out why my 1982 xs400j bogs.

My 82 maxim xs400j idles great but as soon as I take off and start upshifting it starts to bogs. I cant figure it out, I just rebuilt the carbs. Can't go any faster the 30 mph.
Does anybody no what it could be?
 
Did the bogging seem more to do with RPM rather than speed?
It's been a few seasons since it last happened to me but I've (only) had that happen when the bike sat outdoors overnight in higher humidity, say after a rain.

I never tracked the issue down but I wonder if it had to do with old/cracked plug wires? Maybe arcing was occurring beyond a certain RPM?:confused:

It almost felt like a rev limiter around 3500...you'd hit it and then lose almost all power until the RPMs dropped again. This made for slow travel even in 5th gear. I usually turned around and brought it home.
