No front brake

Hey guys I finah got my 400 up and running!

But I don't have any brake presure when I pull the front brake. I can still roll the bike foward with me grabbing the brake. The prevous owner had taped the front tube coming out of the fluid holder, and there is still fluid in there.

Any ideas? I'm pretty new to motorcycles so treat me like a layman

I would take off the front caliper and take it apart. Make sure the piston, pads and seal is good. Replace the hose with a new one or have a stainless braided line made for it. Drain all the old fluid out of the master cylinder and then bleed the system out. If you google the web for how to do this I am sure lots of vids will show up.
 
Tear it apart. Find out why he taped it. If it's just to keep the rubber boot together you can tape it up again but if there's a leak you'll need to replace something. Could be the hose as xchris said, banjo bolt, or washers.
