Planning to plan. Where to start?

So now that I have an XS400 in the garage where should I start? It's a rough running '78 with what seems to be a common issue of one of the cylinders quiting every once in a while. My plan is to keep it reasonably stock except for the seat, bars, gauges, lighting, air box and tires but I'm guessing I will also have to relocate some of the electrical components.

I figured I should get it running before I do any of the cosmetic stuff but I'm thinking the wiring will need attention to make that happen. Do I spend time on the wiring now even though it will probably need to be redone later or do I dig into the build without diagnosing it and hope for the best?
