point ignition problem (timing)

1978 xs400-2e sohc, took head off to do head gasket put the motor back together started and ran but once I hit the throttle itd sputter and backfire. Cleaned carbs well thinking that was the issue put them back on and bike still did the same thing so I decided to check the timing. Lined up LF with the mark on the housing, and put the test light on my left point. Heres my problem the light should be off until the mark is lined up with the mark, but no matter where the stator is, the light is on. Any suggestions?

Sounds like you need to properly gap the points first, then adjust the timing plates.
