Seat won't sit

I can't seem to get the back part of the seat to click in. No matter how hard I push down on the seat or push on the little release lever on the right-hand side, it won't clip in. I've tried removing the rubber spacers on the bottom of the seat to make sure it's going down far enough and I tried grinding the arm that swings on the seat to make sure it's able to go far enough ahead. No luck. Any ideas?
 
Well, I am assuming this is just the latch with a key lock on it, right? This mechanism must operate on a spring to retain the "hook" on the seat. The internal spring is either worn out or broken. I'd have to look at yours to see if it can be taken apart, but pictures would help everyone know exactly what you're talking about.

There should be a spring on the seat latch bar.
