slip on muffler not tight seal

Just got some universal slip on mufflers. It came with the pictured adapter. If I don't use the adapter, I can't seem to tighten the clamp enough to secure muffler on the header. If I use one of the 3 concentric adapters it is very snug but still leaks at the adapter rings S joint. Do I use some exhaust sealant there or am I doing this totally wrong? I'm assuming the adapter goes on the outside of the header and inside of the muffler.

Permatex Ultra Copper worked fine. Everything tight and much quieter - but not too quiet.
Just right... Tried to upload a wav file but got "ERROR".
