What is this screw for?

After returning home from my ride i noticed small oil leak from the bolt right above where the tach cable attaches to the engine. What is that bolt for? I tried tightening and it just keeps spinning.

It's the retaining bolt for the tach cable. There's a grooved sleeve around the cable end that that bolt nestles into.
