Does the rest of the bike have power?
The best way to test the regulator is to have the bike running and rev it up, but you might be able to check resistance with the bike off. I think the rectifier is tested by checking for continuity. I don't think there is any way to test a condenser; it is diagnosed by elimination of all other possibilities. The rest is checked visually or by measuring resistance against manual values. Manual values are taken at a particular temperature and can vary quite a bit.
