Gear selector sticking

Working on a 1977 XS400 and the drum follower pins (22) aren't reliably following. They seem to retract too far into the shift forks (20) and end up jamming on the gear change drum (1). Nothing looks excessively worn and is otherwise fine, as far as I can tell.

Also, how is it possible to remove the selector fork rod end plugs (27) without having to replace them?

Numbers above reference the Gear Selector Mechanism illustration, Engine Clutch Gearbox p.38 (document page 32), from the Manual posted here.

Any help gladly appreciated.
 
I think can put some sort of shim between cotter pin and follower pin; keep pin movement in a range within the groove depth of shift drum. Small washer maybe?

But how about those plug seals? Maybe can get online shopping for them?
