Rear wheel spacer confusion (XS250)

So I'm replacing the bearings on the rear wheel of my XS250 (drum rear) and I'm finding myself kind of stumped as to just what is meant to be holding the spacer that goes inside the wheel in place.
I can't help thinking I'm missing something because from what I can see, all that is holding it there is the way it gets wedged between the spacers. This strikes me as a bit weird as surely if it is set up like this it would just fall out of place and just rattle around inside the wheel as soon as the spindle was removed.

Anyone able to resolve my state of confusion?
 
the spacer has a little top hat which shields one bearing. otherwise it just sits there and won't fall into the hub. just drop it in and drive in the spacer.

fit the axle to stabilise the spacer at first
