Illegal Removal of Rear Fender (MA)

SO I'm turning my XS400 into a nice cafe racer. Does anyone the laws in MA as to whether or not it is illegal to remove the back fender. In other words, when I go to get my inspection sticker, will I fail inspection because of the lack of rear fender? Or will i get pulled over?

I cannot find the answer to these questions anywhere!
