Need help figuring this one out!

Motorcyle is a 1980 Special II currently undergoing a full restoration. I am now putting her back together and I can't figure where the brass bracket with the 3 holes goes. The diagrams at boat.net does not help and I have looked over the entire photo collection that I took while taking the bike apart.

Can someone please advice as to where does it go? Thanks!

And if someone has the complete light bracket that is willing to sell, pls let me know. Mine sort of disintegrated when I took it apart.
