Should these choke parts move?

I'm dismantling the (non functional) choke of this '81 XS400. Should this part of the choke move when pulled? I have the nut + rubber part removed from the left side, and the right side still all together. Neither moves. Slide, springs and balls are also removed.

And if it's not supposed to move, how does one remove the piece in order to clean or replace it?

It should slide out. If it is stuck spay some wd-40 or pb power blaster in there and let it soak in to free it up.
 
Ok neither one budges. I will soak in kroil and see what happens.
So when the choke slide is pushed in and out, it should be moving both of these? That would explain a lot of carb issues we've been having.
