Tail lights not working - have power and new bulbs

I have a 82' xs400 Seca and both brake lights are working but the tail lights are not.

Since they light up for breaking, they are getting power and the bulbs are good.

Anyone experience anything like this or have an idea on where to start looking?

There are two separate circuits feeding the tail/brake light. One feeds power for running/tail lights and the other feeds off the brake switch. The bulb should be a dual element. In other terms look at the bulbs and you should see 2 separate coils that look like mini springs running horizontal. Probe the connector for power with just the lights. If none trace the wiring
