What are these pins on my frame for?

Hi all

When I got my bike it was a pile of parts so I never had it as a complete bike. It makes it hard to put some items back together. Here is my question.

I'm fabing up a electrical tray and want to know if I can remove a couple pins, not sure what they are for. I took a picture of my frame. Its the two pins below the tank attachment bolt. The picture probably won't show it great. Hopefully someone can tell me

Its for the stock battery box so I think you would have no problem cutting them off.
