What Frame is this

I have purchased a frame that purports to be a 1978 or 79 XS250 which is very similar to the XS 400 however when I look at the manuals and on line drawings exploded views of the frame they all show that there is a cross member behind and just above the gear box to which the engine mount. My frame does not have this cross member and seems only to secure the engine to the frame by one mounting bolt each side of the oil filter the mount to the rockerbox cover and one 14mm bolt at the bottom of the gearbox. Note all of these mountings seem to be hard mounts so no isolation. Note the frame has not been altered so this is as it came from the factrory and in all other aspects it is spot on for the claimed year. Any ideas.
 
If this frame is not altered there should be a VIN number on the steering head. Even if the decal is gone there should be a number stamped into it most likely on the right side of steering head.
