E Start not working

So I read on another thread that it may have been a problem stemming from the black paint on these new clubman handlebars I have had for a while. I started to sand off a about 1/4 of the paint around my e start, then i moved on to a quick job with where the handlebar meets the clamps and the fork. Still nothing though.

Should I continue to sand? Or could it be something else?
 
I have a trick I use on car battery terminals, It might work here. I will take a wood screw, and screw it inbetween the weak terminal, and the battery post, so why wouldn't a skinny non-slip washer, (with teeth) placed between the bar, and the tightening down spot? (something like the picture) as long as it bites into the metal, it should do the job, then you just have a metal spot under the throttle space.

In a lot of cases when people change bars with black paint,yes sanding the paint off where the controls will fix the problem.If per chance that's not your problem it could possibly be a relay.Im fighting with this demon myself.
