1980 sx400 Special II

bought this from a friend for $200. it will kick start, but when i try to electric start it, it makes a whining noise. Is this just a starter that needs replaced? or what might it be?

Could just need a fully charged or better battery.

The battery is actually brand new and fully charged.
New starter Solenoid, it wont fire though. no pop or anything. It'll start by kick starting or pop starting just not with the electric start.
Any other ideas?

NEW UPDATE. If I roll the bike forward while in 1st gear and press the electric start button it fires off and runs. Any ideas?

Sounds like the starter gear is binding. When you roll it forward that is freeing it up.
