83 XS 400R speedo and tach

Hey..83 XS 400R
Just replaced old tach and speedo from eBay. Tach works ... Speedometer doesn't. Cable lubed... Both ends screwed in tight. Nothing while riding. If I tug on cable while stopped... It will jump a little. Any ideas!? Almost on the road too..
What's is a good replacement for the electrical on his bike and likes decent. Thank you folks for your time

Yank upper end of speedo cable and turn wheel, is it spinning? Is the inner cable long enough to go up in the gauge correctly? Is the cable socket (upper and lower) stripped out or end of cable dead? Can you jam like a round wooden toothpick or other inside speedo cable socket to spin it up and watch the needle rise for a second?

Work it out brother, the devil is always in the details.
