rusty part on my frame, how to fix it?

I cleaned my frame tonight and found a little rust hole on the inside of the gusset that contains swingarm collar and foot peg studs. I gave it a tap with a screw driver and it went from the size of Bic Pen to a dime. Inside is all rusty.
How do I clean this out?
Thought about pouring in some rust-o-way but I dont think it is sealed completely.

If you had the opportunity to go back in time knowing what you know now, Would you of touched it?

Normally I'd have my angle grinder punish it with a grinding disc and wire wheel then go back over it with an arc welder (just to make sure it knows I mean business/make sure I didn't kill it). Sounds like the rust is pretty bad, so unless you're planning on filling the frame with rust-o-way it's going to come back at some point if you don't get it first.
